H1 Risk Assessment Tool
On behalf of the Environment Agency (EA), Scottish Environment Protection Agency (SEPA), Natural Resources Wales (NRW) and Northern Ireland Environment Agency (NIEA), ADMLC is hosting the H1 risk assessment tool and accompanying guidance.
Introduction
The H1 risk assessment tool, originally developed using the Microsoft Access data base system, is being relaunched in a new, more accessible version using a Microsoft Excel spreadsheet system.
The assessment tool and supporting guidance were developed to assess the significance of emissions to various media, from sites permitted under the Environmental Permitting Regulations in England and Wales, and the Pollution Prevention & Control Regulations in Scotland and Northern Ireland (the tool is not typically applied to radioactive substance regulation).
If you are a potential user of this tool, it is important that you have a clear understanding of the environmental permit application process, to make sure that you are applying for the right kind of environmental permit, doing the appropriate risk assessment, and using the H1 tool when needed. Therefore, ahead of your application, we recommend you read the following guidance:

The H1 tool (H1 Assessment Tool v8) can be downloaded from Google Drive by clicking on the link below or copying it into a web browser:

Once downloaded it may be necessary to unblock the macros in the Excel Workbook. This can be achieved as follows:
- Close the workbook containing the blocked macro.
- In File Explorer, browse to the location where the workbook is saved.
- Right-click the file, and select Properties from the context menu.
- In the Properties dialog box under the General tab, check the Unblock box, and then click OK.
The H1 Tool is liable to further updates in the future. Therefore, please download a copy of the tool from this website every time you use it and do not save a copy of it for future use to ensure that you are always using the latest version.
